David C. Birtwistle,
Chair of the Board
David C. Birtwistle is Vice President, Director of Business Development for Centex Construction LLC in Washington, D.C. He focuses on developing client relationships as well as new commercial and geographic markets; leads the Centex initiative to deliver public facilities through public-private partnerships; and oversees Centex’s corporate philanthropy and government relations endeavors.

Prior to Centex, Birtwistle held various positions with Fairfax County (Virginia), including the Economic Development Authority, and the Admiral H. G. Rickover Foundation. Birtwistle is actively involved in many industry organizations, including the National Association of Industrial & Office Properties, the Virginia Association of Commercial Real Estate, the Greater Washington Board of Trade, the Urban Land Institute, the DC Building Industry Association and he is a trustee of Virginia ABC’s PAC.

In addition, he serves on the boards of several non-profits including the Center for Multicultural Human Services, the Parkinson’s Foundation of the National Capital Area, Frying Pan Park, and the Dominican Foundation. He was honored in 2004 as Northern Virginia NAIOP’s Member of the Year. Birtwistle holds a master’s degree from American University in Washington D.C. and a bachelor’s degree from Providence College in Providence, Rhode Island.
